Burcu Can

I received an LL.M. degree from Harvard Law School in 2014, a Master’s degree in commercial law from Gazi University in 2013 and a Bachelor’s degree in law from Ankara University in 2008.

I joined ELIG Gürkaynak in 2018 as counsel in the competition law practice and was a partner in this firm between January 2019 and September 2020. I worked as a case handler at the Turkish Competition Authority between 2009 and 2014, where I took part in leading antitrust and merger cases concerning banking, finance, motor vehicles and transportation sectors. Additionally, I was involved in drafting secondary legislations of the Authority including the leniency guidelines and contributed to several work products of International Competition Network, OECD and UNCTAD. During my time at the Authority, I participated in international conferences as a speaker and training programs as a lecturer for officials of the Turkish Competition Authority, other local government agencies and foreign competition authorities.

Between 2014 and 2017, I worked at the Brussels’s office of Cleary Gottlieb Steen & Hamilton LLP as an associate registered with the New York and Brussels bars. In this position, I advised multinational firms on competition law in several jurisdictions including the EU and Turkey.

I have significant experience in antitrust and competition law matters and I have published on various aspects of evidence and proof in cartel cases, and the interface between competition and international trade policies. I am a member of the New York Bar and Istanbul Bar and fluent in English.
